Freya Burns – Vinci Building

Overview
As an Assistant Quantity Surveyor working on the HID Project in Dudley, Freya Burns has quickly established herself as an invaluable member of Vinci’s commercial team. Since joining the scheme in September, she has taken on significantly greater responsibility than her previous roles exposed her to, stepping confidently into higher-level commercial tasks such as Project Value Reconciliation, Cost to Complete reviews, and preliminary cost analysis. Freya now manages complex subcontractor packages from procurement through to final account, giving her full visibility of commercial decision-making and risk management.
Her role also extends to supporting the onboarding and development of Vinci’s apprentice QS, enabling her to strengthen her leadership and mentoring skills while reinforcing the company’s internal capability. Her work under the innovative Integrated Project Insurance (IPI) alliancing contract has further developed her communication, negotiation, and multi-stakeholder coordination skills—critical strengths for a rising commercial professional.
Why She Stood Out
Freya has consistently exceeded expectations, demonstrating commercial maturity far beyond her current level. One of her earliest achievements on the HID scheme was rationalising the project value—a task she had never undertaken before—which brought clarity to package budgets and ensured accurate cost control.
Her standout work includes leading the challenging negotiations for the Roskel SFS, partitions and ceilings package. Despite tight budget pressures, Freya drove a series of negotiations that questioned design assumptions, pursued value engineering, and secured programme efficiencies. Her diligence prevented a potential £200k loss and delivered the package on budget.
She has also proactively identified opportunities for Vinci’s self-delivery, such as championing the procurement of masonry materials directly—an initiative that increased project profitability.
Freya’s excellence extends beyond commercial performance. She is committed to promoting careers in construction, delivers regular school and college outreach sessions, and passionately advocates for women entering the industry. Her academic performance is equally exceptional; she has consistently achieved first-class grades in her university work and is on course to graduate with top honours.
Impact
Freya’s contribution to Vinci and the HID project has been significant. Her ability to integrate seamlessly into the team, combined with her proactive and positive approach, has strengthened collaboration and improved day-to-day project delivery.
She has driven value by identifying internal self-delivery opportunities, contributed to regional safety and compliance initiatives, and confidently supported both senior colleagues and junior team members.
Her active involvement in social value initiatives—including CV workshops, school visits, and company roadshows—has helped Vinci build stronger community relationships and raise the profile of construction careers. Freya’s confidence, clarity of communication, and willingness to speak up for safety have made her a trusted and respected member of the project team.
